The Kingdom of Saudi Arabia, the land of the Two Holy Mosques and the Qiblah (direction of prayer) of Muslims, from whose land the teachings of Islam, the religion of peace and justice, were launched, celebrates the 86th anniversary of the founding of the Kingdom. This anniversary coincides with the great success of this year's Hajj season, the security and stability it enjoys, and the development, growth, prosperity, and progress it is witnessing in various fields. As we recall on this day the achievements of the Kingdom in various fields, both domestically and internationally, we affirm that the government of His Majesty the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and his loyal Crown Prince, His Royal Highness Prince Mohammed bin Nayef, and His Royal Highness Prince Mohammed bin Salman, Deputy Crown Prince, may God protect them, is devoting all its capabilities and the utmost attention to serving the Two Holy Mosques, Islam, and Muslims. It attaches utmost importance to combating terrorism, extremism, and extremist groups. In addition, the Kingdom plays a prominent and effective role in the field of relief and humanitarian work. To support these efforts, the King Salman Center for Relief and Humanitarian Action was established. The Kingdom looks forward to building and strengthening partnerships with all peace-loving countries within the bilateral and multilateral framework in order to contribute to achieving these goals. International peace and security, in addition to its prominent role in sustainable development.

The Kingdom launched its Vision 2030, which draws on its Arab and Islamic depth, strategic location, and investment strength. The goal is to advance the Kingdom's national economy, create a qualitative shift in the energy, industry, health, and education sectors, create an attractive environment for local and foreign investment, and open the way for the private sector to become a key partner in development.

On this occasion, I would like to point out that the Kingdom of Saudi Arabia attaches great importance to bilateral relations with Afghanistan at various levels, out of its commitment to achieving security and stability in Afghanistan and the well-being of its people. It actively participates in international conferences on Afghan affairs. This constructive cooperation has culminated in the exchange of visits between senior officials from both countries, the signing of the General Cooperation Agreement between the two countries in 2013, the Memorandum of Cooperation in the Judicial and Legal Fields in 2015, and the formation of a joint Saudi-Afghan committee to work on everything that would strengthen bilateral relations in various fields.​
